What it is
A Second Home Under the Same Roof
The City calls it an attached secondary suite: a self-contained unit with its own kitchen, bathroom and sleeping space, inside or added onto a single-family house. Most are basement suites. Some are an addition off the back, a converted main floor, or a suite over an attached garage.
It's the cheapest way in by a long way, since the foundation, roof and services already exist. It's also allowed in more zones than a detached suite, including A, RR5, RR2, R1, R2, RMF, RMU and C1.
What people underestimate is the gap between a finished basement and a legal suite. Drywall, a kitchenette and a hot plate don't make a suite. Fire separation, a second way out, proper bedroom windows and heat that doesn't share smoke with the family upstairs do, and that's where the money goes.

Fire separation
Fire-rated drywall and sealed openings between the suite and the main house, including the ceiling.
Interconnected alarms
Smoke and CO alarms wired together, so one going off in the suite sets off the ones upstairs too.
Egress windows
Bedroom windows big enough to climb out of, which often means cutting the foundation and adding a window well.
Its own entrance
A separate door to outside. Only one entrance can face the street, so suite doors usually go at the side or back.
Heat and air
Separate heating, or ductwork set up so smoke can't travel between the units. A mini-split often makes this simpler.
Headroom and sound
Enough ceiling height under the ducts and beams, and insulation in the ceiling so footsteps don't carry.

Junior ADUs
If You've Been Reading About "Junior ADUs"
A lot of ADU content online comes out of California, where a junior ADU is a small unit of up to 500 sq ft carved out of the house, sometimes sharing a bathroom. Winnipeg doesn't have that category.
Here, a unit inside or attached to a house is an attached secondary suite, with its own kitchen and bathroom, between 350 and 800 sq ft. A room with a kitchenette that shares the family bathroom is just a room. That's fine for a teenager, but you can't rent it as a suite.

An attached secondary suite can be no more than 33% of the combined floor area of the house and the suite, or 800 sq ft, whichever is smaller. The minimum is 350 sq ft. A bigger suite needs a conditional use approval.
